Integrating AI into traffic management systems: Decision-making tool
The ACUMEN decision-making tool is an interactive online questionnaire designed to guide city authorities and transport planners through a structured, step-by-step process for assessing, implementing, and scaling Artificial Intelligence (AI) solutions in traffic management.
Its purpose is to help cities determine when and how AI can add real value (not simply what AI can do) by aligning innovation with good governance, ethics, and public trust.
By completing the questionnaire, users receive a tailored set of recommendations indicating their city’s current level of readiness, priority areas for improvement, and suggested next steps for safe and effective AI implementation.
Ultimately, the tool empowers cities to make evidence-based, proportionate, and human-centred decisions about integrating AI into their traffic management systems: building capacity today for the trustworthy mobility systems of tomorrow.
Before you begin
This questionnaire will guide you through a structured process to assess your city’s readiness for AI integration in traffic management. It takes you through four short phases, or “gates”(the Entry Gate, Capability Gate, Solution Gate, and Execution Gate) helping you identify where AI can bring real value, what conditions must be met, and how to ensure responsible and transparent implementation.
Your responses will generate custom recommendations reflecting your city’s context, governance capacity, and compliance needs under the EU Artificial Intelligence Act. You will also receive a City Maturity Label (Emerging, Developing, or Advanced).
Take a few minutes to explore where your city stands, and how to move confidently towards trusted, human-centred AI deployment.
